Nearly every municipal thought leader and practitioner agrees — collaboration and shared knowledge at the curb is invaluable.
Curb the Chaos is a one-day, in-person event* bringing together minds from across the country to share knowledge, experience, best practices, and new technology for reforming the way cities use their valuable curb lanes. This exploration of the curb will use the findings within Open Plans’ first-ever large-scale report on reforming, reimagining, and reclaiming the curb as inspiration and springboard for group discussions. Rather than just a series of panels, Curb the Chaos will be a series of guided open dialogues convening agency leaders, elected officials, curb stakeholders, and technology companies working in American cities implementing diverse curb reform programs. Together, these discussions will foster consensus on what works, what doesn’t, and what’s on the horizon for curbs across the country.
Meet the Keynote Speaker
Ryan Russo
Ryan Russo is Principal at Together Projects, a specialty strategic advising and project management consultancy. Widely recognized as an urban innovator, Ryan most recently served as the first Director of the Oakland Department of Transportation (OakDOT), where he led the new agency through its inaugural five years of operation. Under Ryan's leadership, OakDOT quickly became a national model for incorporating equity into transportation planning, policy, programs and operations. evidence-based systems for allocating limited resources.
Previously, Ryan spent nearly 14 ground-breaking years at the New York City Department of Transportation (NYCDOT), ultimately rising to the position of Deputy Commissioner and serving as an instrumental leader in the transformation of NYCDOT from a focus on moving cars and trucks to meeting the needs of residents, businesses and visitors.

Our first session of the day will bring attendees together to discuss the utility and merits of a citywide curb management strategy in different city contexts. What makes a good curb management strategy? Is it useful for every city, regardless of size, to create one? What aspects of local planning should be included in a strategy?
11:00 AM: Assembling A Digital Curb Inventory
Digitizing the curb is an ambitious undertaking, and understanding best practices is a key to success; this session brings us together to discuss what works and what doesn’t. How can a city operationalize such a process? How do cities work with vendors to help create an inventory and gather data?

Without proper enforcement, many curb uses become little more than free parking spots. With dozens of pilots being undertaken in cities across the country, this session discusses methods — both automated and manual — we can use to enforce our curb. What technologies are the most effective? How can we ensure enforcement is equitable?

Public and stakeholder engagement is key in making a curb that works for all users. We’re bringing practitioners and curb users in New York City together to discuss how departments can meet cities where they are. How can departments better engage with the public and stakeholders?
